The following glossary describes the national architectural design competition system in selected terms. Rather than considering every detail of the procedural practice, the glossary aims at conveying country specific characteristics and peculiarities.
Abschluss
Definition

Ansprüche aus dem Wettbewerb
Definition
Der Gewinner a) eines Ideenwettbewerbs hat zusätzlich zum Preisgeld Anspruch auf die Entschädigung, die einem Drittel der Gesamtpreissumme entspricht, wenn kein bzw. kein substantieller Auftrag in Aussicht gestellt wird. Ein substantieller Auftrag muss mindestens dem dreifachen Wert der Gesamtpreissumme entsprechen. Der Gewinner hat Anspruch auf einen planerischen Auftrag, sofern ein solcher im Programm in Aussicht gestellt wird. b) eines Projektwettbewerbs hat Anspruch auf den Auftrag, wie er gemäss Art. 3.3 und 13.3 g) im Wettbewerbsprogramm formuliert ist. In der Regel wird der volle Auftrag (100 Teilleistungspro- zente gemäss SIA-Honorarordnungen) in Aussicht gestellt. Bei Reduktion der Teilleistungen er- hält der Gewinner zusätzlich zum Preisgeld bzw. Ankauf eine Entschädigung, welche dem gleichen Prozentsatz der Gesamtpreissumme entspricht, um welchen die Teilleistungen reduziert wurden. c) eines Gesamtleistungswettbewerbs erhält den Auftrag für die Planerleistungen und den Zuschlag für die Bauleistungen, wie sie gemäss Art. 4 und 13.3 g) im Wettbewerbsprogramm formuliert sind. Diese werden in der Regel getrennt und koordiniert erteilt, können aber auch gemeinsam vergeben werden.
Entitlement from a competition (EN)
Definition
The winner a) of an ideas competition is, in addition to the prize money, entitled to the compensation corresponding to one third of the total prize-money sum, if no commission, or no substantial com- mission, is envisaged. A substantial commission must correspond to at least three times the value of the total prize-money sum. The winner is entitled to a design commission, if such a commission is envisaged. b) of a project competition is entitled to the commission as formulated in the competition brief in accordance with Art. 3.3 and 13.3 g). As a rule, the full commission (100 per cent of the mission in accordance with the SIA recommendations for scales of fees) is envisaged. In case of a re - duced mission, the winner receives, in addition to the prize money or mention, a compensation corresponding to the same percentage of the total prize-money sum by which the mission was reduced. c) of a design and build competition receives a commission for design (planning) services and a premium (award) for construction works in accordance with Art. 4 and 13.3 g) as formulated in the competition brief. As a general rule, these two contracts are coordinated yet awarded separately, but they can also be awarded together.

exclusions: 19.1 A competition entry must be excluded: a) from the evaluation process, if it is not delivered punctually, arrives incomplete with respect to essential material, is illegible, assumes unfair intentions, or if the participant violates the princi- ple of anonymity; b) from the awarding of prizes, if it deviates substantially from conditions specified in the competi- tion brief. 19.2 Every exclusion must be justified. 19.3 Any documents submitted that are not expressly required or permitted according to the brief will be excluded from the evaluation process and discarded immediately.

Report of the jury (EN)

jury report: The jury provides a report in which a) the general criteria of the competition are discussed, the competition entries are evaluated in a broad context, and the general process of the evaluation is documented; b) the short-listed competition entries are described in a more detailed (substantial) manner; c) the decisions made respectively to exclusion of entries, award of prizes, renumerations or even- tual honourable mentions, are noted and justified; d) it is explained as to whether one of the projects awarded a prize or honourable mention qualifies for further development; e) recommendations for the further development of the project or recommendations how to proceed further are addressed to the contracting authority.
Beurteilung

20.1 In the evaluation of competition entries, the jury adheres to terms of the competition brief and the terms of the questions-and-answers document. 20.2The competition entries are to be evaluated as such, in the form submitted, and not on the assump- tion of how they could be improved. 20.3The submitted documents are not accessible to third parties during the evaluation process. A procedure allowing evaluation in presence of the public has to be announced in the competition brief and be regulated in detail.

Fragebeantwortung

Die Teilnehmer können innerhalb einer angemessenen Frist schriftlich und anonym Fragen zum Wettbewerbsprogramm stellen. Im Namen des Auftraggebers beantwortet das Preisgericht die Fragen schriftlich, stellt sämtliche Fragen – wo nötig zusammengefasst – und Antworten in einem Dokument zusammen und stellt dieses allen Teilnehmern rechtzeitig zu.

questions and answers: Up to a specified date, the participants can anonymously in written form submit questions concerning the competition brief. The jury answers in written form on behalf of the contracting authority, compiles all questions and answers (summarized where necessary), and assembles them within the indicated time frame in a document delivered to all participants.
Gesamtleistungswettbewerb

General planning competition (EN)

The design and build competition serves the objective of promoting the development of solution proposals for projects whose tasks are clearly and precisely defined and for which cooperation between architects, engineers, further professionals and contractors is sought by the contracting authority.
Gesamtpreissumme
Definition
Der Auftraggeber setzt für Preise und allfällige Ankäufe und Entschädigungen, unter Berücksichtigung der zu erbringenden Leistungen aller geforderten Fachgebiete, eine angemessene preissumme fest. Sie beträgt beim Ideenwettbewerb das Dreifache der ordentlichen Vergütung für gleichartige Leistungen im Auftragsverhältnis, beim Projektwettbewerb das Zweifache, beim Gesamtleistungswettbewerb das Anderthalbfache. Die zugrunde gelegte ordentliche Vergütung berücksichtigt alle im Wettbewerbsprogramm geforderten Leistungen. Beim Projektwettbewerb wird für die Bestimmung der Preissumme von einem in Aussicht gestellten Auftrag von hundert Teilleistungsprozent gemäss den SIA-Honorarordnungen ausgegangen. Bei Reduktion der Teilleistungen erhält der Gewinner zusätzlich zum Preisgeld bzw. Ankauf eine Entschädigung, welche dem gleichen Prozentsatz der Gesamtpreissumme entspricht, um welchen die Teilleistungen reduziert wurden. Preise, Entschädigungen und Ankäufe sind nicht Bestandteil eines späteren Honorars.
Prize money sum (EN)
Definition
total prize money sum: The contracting authority stipulates a commensurate total prize-money sum for prizes, eventual honourable mentions and renumerations in relation to the required works of all disciplines. In ideas competitions, this sum amounts to three times (3 x) the normative commission for similar contracted services; in project competitions the double (2 x) of the normative commission; in design and build competitions one and a half times (1.5 x) the normative commission. The applicable ordinary remuneration takes into consideration all the services demanded in the competition brief. In the case of a project competition, the prize amount is determined on the basis of an envisaged commission of the total mission (100%) in accordance with the SIA recommendations for scales of fees. If the scope of the mission is reduced, the winner receives, in addition to the prize money or mention, a compensation which corresponds to the same percentage of the total prize amount by which the mission was reduced. Prizes, remunerations, and honourable mentions are not constituent parts of a later fee.

Alle interessierten Fachleute, die teilnahmeberechtigt sind, können einen Antrag auf Teilnahme am Wettbewerb mit den geforderten Qualifikationsunterlagen einreichen. Durch ein geeignetes Qualifikationsverfahren werden diejenigen Bewerber selektioniert, welche sich auf Grund ihres Leistungs- und Fähigkeitsnachweises für die Lösung der gestellten Aufgabe am besten eignen. Bei der Präqualifikation darf kein Beitrag zur Lösung der Aufgabe verlangt werden. Dieser ist erst Gegenstand des Wettbewerbs.
Restricted competition (EN)

restricted procedure: The contracting authority publishes an open call of interest in the competition. All interested professionals who are entitled to take part in the competition may submit for a request to participate in the competition with the required qualification documents. Through an appropriate procedure will be selected those tenders who are, in regard to their proof of their performance and ability, deemed most capable of providing a solution to the task posed. No submission of a solution proposal may be requested for the prequalification. This is the subject of the competition itself.
Stufen des Wettbewerbs

The final stage is decisive for the overall proce- dure. The previous stages serve only to reduce possible solution variations and there is no ranking. The pre-qualification in a restricted procedure does not count as a stage of the competition.

participant: The term participant refers to the competitors taking part in the competition. Depending on the requirements of the task, participants in the competition can be one planner, several planners from the same or different disciplines or a combination of planners and contrac- tors. If a group takes part in the competition, then it will designate one member as being the person in charge. The internal distribution of eventual prizes, honourable mentions or other renumerations within the group is a matter of the group

technical report: Prior to the jury evaluation, the contracting authority implements a neutral, preliminary technical examination of the competition entries that serves to determine compliance with conditions of the brief. An eventual elimination of not required documents has to be noted. The results of the techni- cal examination must be formulated in a report.

WettbewerbsprogrammDer Auftraggeber formuliert das Wettbewerbsprogramm knapp und klar. Er verlangt von den Teilnehmern nur so viel Arbeit, als zum Verständnis des Wettbewerbsbeitrages notwendig ist, und verlangt nur Leistungen, deren fachlich kompetente Beurteilung er sicherstellen kann und die für den Entscheid relevant sind. Das Wettbewerbsprogramm muss zum Zeitpunkt der Ausschreibung vorliegen und von den interes- sierten Bewerbern bzw. Teilnehmern eingesehen werden können. The contracting authority is responsible for formulating the competition brief in a concise and clear manner. Only so much work will be required from the participants as necessary for understanding the competition entry. Only those requirements will be requested from the participants for which the contracting authority can guarantee a professionally competent evaluation. The competition brief must be available at the time the public notice is published and it must be possible for the interested tenders or participants to consult it. The competition brief should grant participants the largest scope of performative liberty possible, sufficient time to ask questions as well as sufficient time to elaborate the solution propositions after receiving the answers (Q&A).

Der Auftraggeber setzt für Preise und allfällige Ankäufe und Entschädigungen, unter Berücksichtigung der zu erbringenden Leistungen aller geforderten Fachgebiete, eine angemessene preissumme fest. Sie beträgt beim Ideenwettbewerb das Dreifache der ordentlichen Vergütung für gleichartige Leistungen im Auftragsverhältnis, beim Projektwettbewerb das Zweifache, beim Gesamtleistungswettbewerb das Anderthalbfache. Die zugrunde gelegte ordentliche Vergütung berücksichtigt alle im Wettbewerbsprogramm geforderten Leistungen. Beim Projektwettbewerb wird für die Bestimmung der Preissumme von einem in Aussicht gestellten Auftrag von hundert Teilleistungsprozent gemäss den SIA-Honorarordnungen ausgegangen. Bei Reduktion der Teilleistungen erhält der Gewinner zusätzlich zum Preisgeld bzw. Ankauf eine Entschädigung, welche dem gleichen Prozentsatz der Gesamtpreissumme entspricht, um welchen die Teilleistungen reduziert wurden. Preise, Entschädigungen und Ankäufe sind nicht Bestandteil eines späteren Honorars.

total prize money sum: The contracting authority stipulates a commensurate total prize-money sum for prizes, eventual honourable mentions and renumerations in relation to the required works of all disciplines. In ideas competitions, this sum amounts to three times (3 x) the normative commission for similar contracted services; in project competitions the double (2 x) of the normative commission; in design and build competitions one and a half times (1.5 x) the normative commission. The applicable ordinary remuneration takes into consideration all the services demanded in the competition brief. In the case of a project competition, the prize amount is determined on the basis of an envisaged commission of the total mission (100%) in accordance with the SIA recommendations for scales of fees. If the scope of the mission is reduced, the winner receives, in addition to the prize money or mention, a compensation which corresponds to the same percentage of the total prize amount by which the mission was reduced. Prizes, remunerations, and honourable mentions are not constituent parts of a later fee.

Only so much work will be required from the participants as necessary for understanding the competition entry. Only those requirements will be requested from the participants for which the contracting authority can guarantee a professionally competent evaluation. The competition brief must be available at the time the public notice is published and it must be possible for the interested tenders or participants to consult it. The competition brief should grant participants the largest scope of performative liberty possible, sufficient time to ask questions as well as sufficient time to elaborate the solution propositions after receiving the answers (Q&A).
