The following glossary describes the national architectural design competition system in selected terms. Rather than considering every detail of the procedural practice, the glossary aims at conveying country specific characteristics and peculiarities.

A delegálás elve

A delegálás elve azt jelenti, hogy egy feladatot valaki más(ok)nak, különösen az adott tervezési terület szakértőinek adnak át. Építészeti pályázaton a döntést független szakértőkből és az Ajánlatkérő képviselőiből álló testületre ruházzák át. A döntés átruházása és a döntéshozatali folyamat eredményéért való felelősség lehetővé teszi a benyújtott tervkoncepciók elfogulatlan, tárgyilagos vizsgálatát.

Principle of delegation (EN)
Description of the practical application / context
The principle of delegation - implies the transfer of a task to someone else(s), in particular, to experts in a particular field of activity. In the Architectural Competition, the decision is delegated to a panel composed of independent experts and representatives of the Contracting Authority ( Client). The delegation of the decision and responsibility for the outcome of the decision-making process allow for an unbiased, objective examination of the submitted design concepts.

A meghívásos építészeti tervpályázat
Beschreibung der praktischen Anwendung / Konditionen
A résztvevők egy bizonyos csoportjára korlátozódó pályázati eljárás. Az Ajánlatkérők számára ez csak a közbeszerzési jog szerinti EU értékhatár alatti tartományban megengedett. Az előminősítés és a meghívott csapatok száma befolyásolja a pályázat eredményének minőségét. A közbeszerzési jog szerinti EU értékhatár feletti tartományban csak nemzetközi meghívásos tervpályázat a megengedett.

Competition by invitation (EN)
Description of the practical application / context
Competition by invitation - Architectural design competitions by invitation are procedures limited to a particular group of participants. Contracting Authorities are only allowed to do so in the range below the EU threshold under public procurement law. Pre-qualification and the number of invited teams affect the quality of the application result. In the range above the EU threshold under public procurement law, only international restricted design competition are allowed.

A társadalmi lehetőségekhez való egyenlő és méltányos hozzáférés biztosítása a társadalom minden tagja számára. A hasonló helyzetben lévő civil személyeket vagy személyek csoportjait nem szabad bizonyos jellemzők alapján hátrányos helyzetbe hozni. A tervpályázatok szempontjából a megkülönböztetés mentesség az egyedi tervpályázati eljárásokhoz való nyílt, akadálymentes hozzáférést jelenti.
Non-discrimination (EN)
Description of the practical application / context
Non-discrimination - Ensure equal and equitable access to social opportunities for all members of society. Civilians or groups of persons in a comparable situation should not be disadvantaged on the basis of certain characteristics. For the purposes of design competition, non-discrimination means open and barrier-free access to individual design competition procedures.
A részvétel (mint politikai fogalom)

A részvétel különböző társadalmi csoportok és civil személyek bevonását jelenti a közérdeklődés szempontjából releváns folyamatokba. A tervpályázatok területén a részvétel olyan elv, amely egyrészt magában foglalja a közösségi építési feladatokhoz való tervezési hozzájárulás lehetőségét, másrészt előírja a független szakemberek szükségszerű bevonását a zsűrikbe.
Participation ( as political concept) (EN)
Description of the practical application / context
Participation ( as political concept) The Participation means involving the various social groups and civil society persons concerned in processes relevant to the common good. Participation in design contests is a principle which includes the possibility of planning contributions to community building tasks and requires the necessary involvement of independent experts in the jury.

A tervezési szolgáltatások kategorizálása a tervezési feladat összetettsége szerint. Az építészeti pályázaton a nehézségi szint befolyásolja a résztvevő tervezőcsoportok részvételét a munka ráfordítás nagyságát, tervpályázati eljárási kockázatát és ezáltal a pályázati pénzdíjak nagyságának megítélését.
Level of complexity of design task (EN)
Description of the practical application / context
Categorize design services according to the complexity of the design task. In the architectural competition, the level of difficulty influences the participation of the participating design groups, the amount of work, the risk of the design competition procedure, and thus the judgement of the size of the competiton prizes.
A zsűri végső döntése - Zárójelentés

A zsűri végső írásbeli Zárójelentése, tartalmazza a tervpályázat pontos címét, a lebonyolítás rövid ismertetését és beérkezett pályázatok számát és állapotát, az értékelés szempontjait, az eredmények összefoglaló értékelését, az egyes pályaművek részletes szakmai bírálatát, díjazott pályaművek rangsorolását, a pénzdíjakat és zsűri ajánlásainak megfogalmazása a további tervezési eljárásra az első helyezett pályázati terv további feldolgozásával kapcsolatban. A Zárójelentést a zsűri minden tagja aláírásával hitelesíti és a dokumentumot nyilvánosságra hozzák a pályázat honlapján. Final Decision of the Jury - Final Report (EN)
Description of the practical application / context
Final decision of the jury - Final report - The written Final Report of the jury contains the exact title of the design contest, a brief description of the implementation and the number and status of the entries received, the evaluation criteria, the summary evaluation of the results, the detailed professional evaluation of each entry, the ranking of the awarded entries, the prize money and the formulation of the jury's recommendations for the further design procedure regarding the further processing of the first-place application plan. The Final Report will be authenticated by the signature of each member of the jury and will be published on the competitions website. Ajánlatkérő ( Megrendelő)

Az Ajánlatkérő (Megrendelő) bármely jogi személy, amely megrendelést adott vagy szándékozik adni építészeti tervezési szolgáltatások igénybevételére szerződéses tervezési díj ellenében. Ajánlatkérő minden olyan intézmény is, amely az ajánlatkérő megbízásából építészeti tervpályázatot hirdet meg.

Contracting authority or person (EN)
Description of the practical application / context
The Contracting Authority (Customer) is any legal entity that has given or intends to place an order for the use of design services in return for payment in a contract. Contracting authority is also any institution that announces architectural design contests in the function of the Contracting Authority.

Description of the practical application / context
Transparency - The realization of the jury's procedures and decisions in architectural design competitions, documentation and publication thereof. Transparency refers to publicly lawful procedural rules announced in the call for tenders, which are publicly understandable.

Density of information (EN)
Description of the practical application / context
Density of information - The entries submitted to the open and actively participated architectural competition represent a comprehensive cross-section of architect-expert opinions related to the given design task. They provide the Client with an overview of possible solutions and thus contribute to clarifying expectations, further decision-making processes, possible variants, etc.

A tervpályázatokra bizonyos előírt határidők vonatkoznak a Kiíróhoz / Bonylítóhoz történő benyújtás tekintetében, amelyeket szigorúan be kell tartani az összes résztvevő tervezőcsoporttal szembeni egyenlő bánásmód érdekében. A határidő elmulasztása a jogszabály/kiírás szerint azonnali kizárást eredményez. A benyújtási határidőket és az egyéb határidőket a zsűri határozza meg a tervezési feladat nagyságával összhangban. A szakaszos határidők előfordulhatnak pl: az épület modell (makett) benyújtása körülbelül egy héttel a tervek és dokumentumok benyújtási határideje után történik. .
Deadlines for submission (EN)
Description of the practical application / context
Deadlines for submission - Design competitions are subject to certain prescribed deadlines for submission to the Client, which must be strictly observed in order to ensure equal treatment of all participating design groups.Failure to meet the deadline will result in immediate exclusion according to the rules/specifications. Submission deadlines and other deadlines are determined by the jury in accordance with the size of the design task. Phased deadlines may occur, e.g. the submission of the building model (mock-up) takes place approximately one week after the deadline for submitting plans and documents.

Investment costs (EN)
Description of the practical application / context
Investment costs - A total investment budget that the Contracting Authority/Client may invest in the preparation process, construction and full implementation of the project. The total cost includes the purchase of building land and necessary improvements, the design and construction of building and outdoor facilities, external utilities, additional other planning services and the allocated financial reserves.

A zsűri ajánlásai a kiválasztott nyertes terv további feldolgozásáról a pályázat eredménye alapján. Az ajánlások a zsűri jelentésének és az abban megfogalmazott tervtértékeléseknek a részét képezik. Kétfordulós versenyek esetén a zsűri az első szakaszban csak ajánlásokat fogalmaz meg a folyamatban lévő tervpályázati terveinek mélyreható további feldolgozásával kapcsolatban.

The Jury recommendations (EN)
Description of the practical application / context
The recommendations of the Jury - on the further processing of the selected winning design based on the results of the competition. The recommendations form part of the jury's report and the planned evaluations contained therein. In the case of two-stages competitions, the jury will only make recommendations in the first phase for an in-depth further processing of the ongoing procedure.

Constitutive meeting of the Jury (EN)

The first meeting of the Jury with the approval of the competition rules, specifications and the definition of the functions of the Jury. Minutes of the meeting shall be drawn up.

Electronic-digital communication - In the broadest sense, it is the exchange of information and data during the ongoing competition procedure. Description of the practical application / context
Eligibility criteria / Conditions of qualification - Minimum requirements of professional entitlement, reliability and performance, to be demonstrated in procurement procedures. In the case of secret open design contests, the eligibility criteria shall be checked only during the subsequent negotiated procedure; in restricted design contests and design contests, in similar negotiated procedures, the aptitude test shall form part of the pre-qualification phase or of the application.

Preliminary assessment - Non-evaluation analysis of competition works and assessment of the characteristics of the plans in terms of compliance with the tender specifications. The pre-examination works with documents that go beyond presentation documents for the jury (digital test plans, spatial and functional program, etc.) and provide support for the evaluation work of the jury.

A jelentés a tervek vizsgálati munkájáról a benyújtott pályázati tervek elemzésének eredményeivel. Az előzetes vizsgálati jelentés áttekintést nyújt a terveket lényegesen jellemző adatokról és vizsgált tartalmakról, amelyeket azonos feltételek alapján határoztak meg, és amelyek minden benyújtott pályázati terv esetében értékelés semlegesek. Evaluation method - The evaluation procedure of the jury in the debate on architectural quality several times and in the voting of submitted design competition works. The content and detailed criteria of the call for proposals and the comparison of proposals with each other form the basis of the evaluation method chosen in each case. Oral evaluation methods describe the quality of design contests on the basis of specific evaluation criteria. In restricted design competitions, scoring systems are only used if references are evaluated on the basis of a predefined scoring matrix in order to assess all non-comparable criteria (e.g. type, size, status of reference projects).

Anonimity of the identity of the applicant teams in the ongoing competiton. Anonimity ensures an unbiased, quality-oriented evaluation of the submitted entries. It is an essential quality criterion in the competition and must be guaranteed at all stages of an open and restricted architectural competition. Restricted competitions will only take place during the pre-qualification phase on a non-anonymous basis vis-à-vis the Contracting Authority and the jury, but on an anonymous basis vis-à-vis the contestants. Violation of anonimity is a ground for exclusion. Anonymity is one of the most important criteria for architectural competitions. The jury may only know and disclose the candidates' data after the evaluation has been concluded and the Final Report has been approved.

Description of the practical application / context
Design competition (competitive) risk refers to the possibility of not succeeding in an architectural competition. For the Contracting Authority(s), the risk of a design contest lies in the fact that they do not achieve the intended objective and for the participants in the fact that they do not win any prize. Competitive risk decreases with increasing architectural quality: for the Contracting Authority with the quality of the design contest, for the participating design teams, with the architectural quality of the design contest plan.

The principle of delegation - implies the transfer of a task to someone else(s), in particular, to experts in a particular field of activity. In the Architectural Competition, the decision is delegated to a panel composed of independent experts and representatives of the Contracting Authority ( Client). Final decision of the jury - Final report - The written Final Report of the jury contains the exact title of the design contest, a brief description of the implementation and the number and status of the entries received, the evaluation criteria, the summary evaluation of the results, the detailed professional evaluation of each entry, the ranking of the awarded entries, the prize money and the formulation of the jury's recommendations for the further design procedure regarding the further processing of the first-place application plan. Deadlines for submission (EN)

Deadlines for submission - Design competitions are subject to certain prescribed deadlines for submission to the Client, which must be strictly observed in order to ensure equal treatment of all participating design groups.Failure to meet the deadline will result in immediate exclusion according to the rules/specifications. Submission deadlines and other deadlines are determined by the jury in accordance with the size of the design task. Phased deadlines may occur, e.g. the submission of the building model (mock-up) takes place approximately one week after the deadline for submitting plans and documents.

A pályázati felhívás tartalma és részletes feltétel rendszere, valamint a pályázatok egymással való összehasonlítása képezi az egyes esetekben kiválasztott értékelési módszer alapját. A szóbeli értékelési módszerek meghatározott értékelési szempontok alapján írják le a tervpályázatok minőségét. A meghívásos tervpályázatokon csak akkor alkalmaznak pontozásos rendszereket, ha a referenciákat előre meghatározott pontozási mátrix alapján értékelik az összes nem összehasonlítható kritérium (pl. típus, méret, referenciaprojektek státusza) értékelése céljából.

Evaluation method - The evaluation procedure of the jury in the debate on architectural quality several times and in the voting of submitted design competition works. Deadline for participation (EN)
Description of the practical application / context
There are certain prescribed deadlines for applying (registration) for design competitions, registration to the Promoter / Operator is only possible for the specified period. Failure to do so shall render no participation in the design competitions.

Description of the practical application / context
Q+A Report - In the first phase of the Design Competition, communication is a set of questions and answers to the design tasks asked by the applicants. Before the minutes of the questions and answers are sent to the participants of the competition, they are approved by the members of the jury, thus completing the Competition and receiving it to all applicants.

Selection criteria (EN)
Description of the practical application / context
Selection criteria - The selection criteria are non-discriminatory design competition selection criteria relating to the selection of participants in the second stage of a restricted design competition, defined in order of importance by the Contracting Authority/Client and based on the content of the design service. The selection criteria are not the same as the eligibility criteria.

A tervpályázati előírások kapcsolatos okok, amelyek miatt az értékelés során a zsűri kizárhatja a pályázatot az értékelésből. Különbséget kell tenni a kötelező indokok (pl. jogszabályi okok: pl. késedelmes benyújtás, titkosság megsértése, formai és tartalmi követelmények nem teljesítése) és az esetleges olyan okok között, amelyek a pályázati tervek a pályázati kiírás feltételeitől való eltérésből erednek (pl. tervezési program térbeli és funkcionális követelményeinek be nem tartása).

Reason for elimination ( legal reason or non-fulfillment of tender conditions) (EN)
Description of the practical application / context
Reasons for elimination - Design competition specifications are related reasons why the jury may exclude the competition from evaluation during the evaluation. A distinction should be made between mandatory reasons (e.g. legal reasons: e.g. late submission, breach of confidentiality, non-compliance with formal and substantive requirements) and possible reasons arising from deviations of competition plans from the terms of the competition dossier (e.g. non-compliance with spatial and functional requirements of the design programme).

Description of the practical application / context
Rough estimation of the investment volume based on the content and scope of the planning task specified by the Contracting Authority (Client). The cost estimate may influence the choice of type of competition and forms the basis for the design contract offer in the design competition.

Compensation of expenses (EN)
Description of the practical application / context
Financial compensation for the costs of design teams participating in design competitons. Reimbursement will be paid if the plan is submitted in accordance with the specifications, regardless of the quality of the design. In competitions by invitation, it is usually determined as an alternative to a cash prize or in addition to a cash prize.

Description of the practical application / context
The provisions and regulations contained in the Call for design competition which must be complied with during the development of the design task. The mandatory criteria limit the design task and its scope in the competition and should therefore be applied restrictively. Failure to comply with these provisions shall entail the compulsory exclusion of the design competition in question.

Description of the practical application / context
Commissioning - The Commissioning is not the direct purpose and content of architectural competitions. However, in the architectural design competitions to be implemented, the basis of the call for proposals is the intention to commission the further processing of the best design concept and the realization of the planned building(s).

A pályázó csapatok kilétének (névteleségének) megtartása a folyamatban lévő pályázatban. A névtelenség biztosítja a beküldött pályaművek elfogulatlan, minőség-orientált értékelését. Alapvető minőségi kritériumot jelent a pályázaton, és a nyílt és meghívásos építészeti pályázat minden szakaszában garantálni kell. A meghívásos pályázatok csak az előminősítési szakaszban zajlanak le nem anonim (nevesítve) alapon az Ajánlatkérővel és a zsűrivel szemben, de anonim alapon a versenyzőkkel szemben. A névtelenség megsértése kizárási okot képez. Az anonimitás ( névtelenség) az építészeti pályázatok egyik legfontosabb kritériuma. A bírálóbizottság csak a bírálati folyamat lezárását és a Zárójelentés elfogadását követően ismerheti meg és hozhatja nyilvánosságra a pályázók neveit, adatait.

Anonymity (EN)
Description of the practical application / context
Anonimity of the identity of the applicant teams in the ongoing competiton. Anonimity ensures an unbiased, quality-oriented evaluation of the submitted entries. It is an essential quality criterion in the competition and must be guaranteed at all stages of an open and restricted architectural competition. Restricted competitions will only take place during the pre-qualification phase on a non-anonymous basis vis-à-vis the Contracting Authority and the jury, but on an anonymous basis vis-à-vis the contestants. Violation of anonimity is a ground for exclusion. Anonymity is one of the most important criteria for architectural competitions. The jury may only know and disclose the candidates' data after the evaluation has been concluded and the Final Report has been approved.

Description of the practical application / context
Participation - Any natural or legal person who registers for a competition and accepts the terms of the tender participates in the procedure. Design competition shall be subject to its provisions on communication and exchange of data in so far as they concern the provision of documents, the preservation of confidentiality and communication within the time limits for participation. In a narrower sense, participation in a competition means the submission of competitive plan. This shall be subject to the provisions and regulations applicable to design competition submitted.

Olyan szakember(ek) vagy cég, akik a Megrendelőt képviselik a tervpályázati résztvevők és a pályázati folyamatban résztvevő egyéb felek felé. A Lebonyolító kíséri az eljárások általános menetét, és biztosítja, hogy azokat a vonatkozó jogszabályoknak megfelelően folytassák le. A Lebonyolító fő feladatai közé tartozik az eljárásban résztvevők kiszolgálása, a folyamatban lévő eljárásban minden kommunikációs szolgáltatás, az összes adat, terv- és dokumentum megőrzése és védelme (a szerzők névtelenségének megőrzése szempontjából is), az előzetes értékelő vizsgálatok és a zsűri üléseinek megszervezése és jegyzőkönyvezése.

Professional Advisor - Operator (EN)
Description of the practical application / context
Professional(s) or company who represent the Contranting Authority/Customer towards the participants of the design competition and other parties involved in the competition process. The Operator shall monitor the general course of proceedings and ensure that they are conducted in accordance with applicable law. The main tasks of the Operator include serving the participants in the procedure, all communication services in the ongoing procedure, preserving and protecting all data, plans and documents (also from the point of view of preserving the anonymity of the authors), organizing and recording preliminary evaluation examinations and jury meetings.

Az Ajánlatkérő ( Megrendelő) kötelező erejű nyilatkozata arról, hogy a pályázati kiírásban meghatározott típusú és terjedelmű szolgáltatásokat a tervpályázat első helyezett tervezőcsapatának odaítéli. A nyilatkozatot bizottsági ígéretnek is nevezik, és a tervpályázatok alapvető eleme és alapja. A megrendelési szándék nem magában a tervpályázatban, hanem egy későbbi ( HU: közbeszerzéses) tárgyalásos eljárásban valósul meg.

Declaration of intent (EN)
Description of the practical application / context
Declaration of intent - Binding declaration of the Contracting Authority (Customer) that it will award the type and scope of services specified in the tender notice to the first-place design team of the design contest. The declaration is also known as a Commission promise and is an essential element and basis for design contests. The intention to order is not realized in the design contest itself, but in a later (HU: public procurement) negotiated procedure.

It is a design or project competition in the narrow sense, which refers to a public procurement procedure aimed at drawing up a design for public or private Contracting Authorities, particularly in the fields of architectural layout, landscape and urban planning, architecture and engineering. Design competition (competitive) risk refers to the possibility of not succeeding in an architectural competition. For the Contracting Authority(s), the risk of a design contest lies in the fact that they do not achieve the intended objective and for the participants in the fact that they do not win any prize. Competitive risk decreases with increasing architectural quality: for the Contracting Authority with the quality of the design contest, for the participating design teams, with the architectural quality of the design contest plan.
