International Architecture and Urban Planning Ideas Competition – New Civic and Public Space in Talca, Chile ( CLP Proposal )

The proposal aims to design an urban space that commemorates the freedom of its citizens, drawing inspiration from the emotional counterpart of the concept of liberty. It takes us back to the history of the former prison, reimagining it as a memorial to that past.
The project opens itself to all four surrounding streets, allowing free circulation of people from the outside in and vice versa. It seeks to create fluid, calm spaces surrounded by nature, reminding us that second chances are possible and that the best is always yet to come.
Strategically, the proposal is developed through four blocks, placed on each side of the site, creating various open spaces within the block, such as urban plazas, gardens, civic areas, and pedestrian walkways. These spaces are designed to host a range of social and urban activities throughout the year in the city of Talca.
Taking into account the climate of Talca - Chile, the project places residential and public/municipal service blocks along Bernardo O’Higgins Avenue, making the most of the permitted height of 28 meters and optimizing views while avoiding direct sunlight exposure.
A structural modular system is proposed, allowing phased construction with spans of up to 10 meters. This system also ensures optimal layout for underground parking, using the column grid as a guiding principle.
As a sustainable design premise, solar panels are installed on the roof. Spaces are optimized for natural shading and ventilation through smart zoning, and abundant vegetation is included to lower temperatures in indoor areas.
